dotbg.bg - End of gambling advertising from Friday
Published: 13.05.2024/18/30 XNUMX:XNUMX
The ban on gambling advertising comes into effect on May 17.
The president releases the changes to the law
As of Friday, gambling ads in all media - print, television, radio and websites will stop. The "State Gazette" published on the 14th shows that the changes to the law will be promulgated, although President Rumen Radev was considering whether to veto them. The new rules come into effect three days later, that is, from May 17.
Gambling advertising was banned by the deputies despite the opinions of a number of media industry organizations, gambling operators and KRIB, that this measure will lead to a boom in illegal betting. Sports federations have also spoken out against this, because this way they will lose sponsors and funding for sports.
An exception to the ban is made only for the lottery, because it must allocate its winnings to sports and culture.
The deputies decided to admit only the so-called outdoor advertising on billboards, but they must be at a distance of no less than 300 meters from schools, kindergartens, universities. Gambling operators may also advertise on their halls, as well as on sports facilities and sports equipment, except for children.
The CEM will monitor the presence of advertising after the ban, which in turn will transmit the findings to the National Revenue Agency in order to impose the appropriate fines or license revocation. The NRA will also stop illegal sites with advertising.
The deputies decided not to open gambling halls in settlements with less than 10 people. This ban comes into force after 000 years to allow operators time to meet the new requirements.

btvnovinite.bg - Final: Pensions increase by 11%
Published: 14.05.2024/12/30 XNUMX:XNUMX
Finally, pensions are increased by 11%. The supervisory board of the National Insurance Institute (NII) voted to update pensions from July.
All, except the representative of the Association of Industrial Capital in Bulgaria (AIKB), voted "For" the increase.
It got here after it became clear that there is a discrepancy between the forecast and the actual data on which this percentage depends and that the growth should actually be 10 percent. The topic caused political skirmishes and a request to convene an extraordinary session of the National Assembly.
However, at a briefing last night, Prime Minister Dimitar Glavchev said that the increase will remain 11%, as laid down in the State Budget Law.
The NSI Supervisory Board is the body that decides the exact percentage to update pensions in July. This is done according to the so-called "Swiss rule". It is calculated according to a formula - 50% of inflation plus 50% of the growth of the insurance income for a certain period.
In the budget, according to this formula, it was predicted that the update would be 11 percent. However, after the real data for the two indicators came out, it became clear that both have lower values and, in fact, the growth of pensions should be by 10 percent.
According to the law, the final decision on the percentage is made by the Supervisory Board of NOI. The votes of 50 plus one members are required. At today's meeting, the social minister proposed to vote on an 11% update and the necessary votes were collected.
"I offered 11% to the Supervisory Board of NOI. The Supervisory Board voted on this proposal of mine. Only AIKB was against. And employer organizations, both unions and the state quota supported the proposal. The Parliament cannot oblige with decisions, as this is within the powers of the Supervisory Board," said the acting social minister Ivaylo Ivanov.
The former social minister Asen Vasilev of "We continue the change" announced over the weekend that the official cabinet is preparing to steal BGN 8 from each pensioner with the lower percentage update of the money of the elderly. He announced that he would request an extraordinary session of the parliament on this matter.
Meanwhile, earlier PP-DB submitted a request to convene an extraordinary session of the National Assembly on May 15 at 10:00 a.m. to make a decision and oblige the National Institute of National Education and the Government to implement the budget as written and voted by the "Denkov" cabinet ".
The request was submitted after the cabinet's attempt to reduce the increase in pensions to 10%, citing a draft report of the Supervisory Board of the National Insurance Institute (NII). The planned budget increase in pensions from July 1 was 11%, the party's press center announced.

The Supervisory Board of NOI decided that the increase in pensions from the first of July will be 11%. Parliament cannot bind by decisions. This is within the powers of the Supervisory Board (of NOI - b.a.). It is the body that decides how much to modernize pensions. This is what the official social minister Ivaylo Ivanov said, a reporter told "I do not consider it necessary for the people's representatives or politicians in general to influence the decision-making of an independent body, such as the Supervisory Board of the National Institute of Social Sciences", the minister specified. Ivanov denied the Easter supplements to had the opportunity to affect the increase in pensions. He clarified that the supplements were given by a political decision. "They were paid in the month of April. They do not affect the increase in any way. One has nothing to do with the other", he was categorical. The minister specified that the prime minister has no way to order the representatives of the trade unions and the employers how to vote for the increase in pensions." The decision of the Supervisory Board of NOI is final. It is the body that manages the funds", commented Minister Ivanov in conclusion.

3e-news.net - The official economic minister canceled the appointments of 12 trade attachés due to the illegality of the procedure
Published: 14.05.2024/10/55 XNUMX:XNUMX
Due to the illegality of the competition procedure, the Acting Minister of Economy and Industry, Petko Nikolov, canceled the appointments of 12 new commercial attachés, selected after a competition during the "Denkov" cabinet. The procedure did not envisage the possibility for the participants in the competition to legally appeal the illegal actions of the commission. We protect the rights not only of the twelve who were ranked, but of all over 190 people who participated in the competition, the minister explained to BTA. He added that a new competition will probably be held, with other, clearer rules that would give everyone the opportunity to participate, and when they are dissatisfied with certain actions of the commission, they could appeal them to the court as provided in the rules of the competition row I received three reports from the commissions that worked on this issue, based on which we reached the unanimous decision for this cancellation for many reasons, but the most important is that there is initially no legislative basis for holding such a "public" competition, said the minister . According to him, nowhere in the legislation is the possibility of holding such a competition, and when such a competition is organized, rules must be created to protect all participants. In this case, nowhere in the rules is the possibility of any legal protection for the participants so that they can protect their rights when they think that the procedure is incorrect or when there are actions of the body that conducts the procedure that are contrary to the law, said the minister.
He reported that he had received several reports of violations of the procedure and rules, as well as violations by members of the commission. Among them, it refers to a violation of a by-law to a normative document related to the sending of our diplomats abroad, according to which all those who have graduated from language high schools or relevant philology are exempted from the obligation to take a language exam. However, such a possibility was not foreseen in the competition rules for commercial attachés, the minister said. Another problem is related to the declassification by the commission of the participants who could not appear for the exam, but presented sick sheets, the same happened to people who could not travel due to the fulfillment of their official duties and requested online interview or language test.
After more than 180 applications were initially submitted for participation in the competitions for the selection of new economic representatives in the Offices for Trade and Economic Affairs of Bulgaria, announced by the Ministry of Economy and Industry, a total of 13 candidates passed the procedure successfully, the department announced at the end of March. The competitions were held in three directions - "European countries"; "CIS countries"; and "Asia, Africa, America and Australia". The selection procedure was announced by the Ministry of Economy for 23 vacant positions in 21 countries in October 2023, and the applicants had to go through several stages of evaluation. In the evaluation committee, with which the applicants were interviewed at the final stage, the participation of representatives of the Ministry of Foreign Affairs, of the nationally represented employer organizations, experts from scientific circles, educational institutions and non-governmental organizations.
After the interview with the members of the Selection Committee, the candidates for the following 13 destinations successfully presented themselves: Kazakhstan, city of Almaty; Germany, Berlin; Portugal, Lisbon; Czech Republic, city of Prague; Switzerland, city of Bern; Algiers, Algiers; Indonesia, Jakarta; Jordan, Amman; Qatar, Doha; United Arab Emirates, Dubai; USA - the city of Washington, the city of Chicago and the city of Los Angeles.
kompasbg.com – Plamen Dimitrov in Varna: We expect upheavals due to the recession in Western Europe
Published: 14.05.2024/11/25 XNUMX:XNUMX
Orders are decreasing in the processing and chemical industries. This is already leading to layoffs. For example, a large enterprise in the Staro Zagora region, which works for export, laid off 130 people a month ago. Our largest bicycle manufacturer, and also in the Balkans, has a 50 percent drop in orders. More or less, the staff has been reduced by the same amount. We expect upheavals in other sectors as well. For this reason, we have proposed together with the employers a change in the Labor Code immediately after the elections to introduce a general mechanism to support companies with reduced orders and sales.
This was said today in Varna by the president of KNSB Plamen Dimitrov, who was in the district together with vice-presidents Daniela Alexieva and Todor Kapitanov within the framework of the confederation's national campaign "Higher income with your union", which started in early April. Meetings were held with the management of enterprises in the city, with workers, with the mayor of Varna, Blagomir Kotsev.
At a press conference, Dimitrov explained that the proposed support mechanism for companies suffering a drop in sales due to the recession in Western Europe has specific criteria and will allow workers not to be laid off. Part of the funding will come from the "Unemployment" fund, and what is not enough - from the state budget.
There is tension in several sectors at the moment, the KNSB president also said. Regarding this in the "Healthcare" sector, where with deliberate letters the leaders of employer organizations refuse to conclude a new KTD, Dimitrov indicated that there should be a meeting not only with the Minister of Health, but also with the Prime Minister. This precedent shows that we are not moving towards a sustainable transposition of the Adequate Minimum Wages Directive and the promotion of collective bargaining, but in the opposite direction. As early as next week, we will request a meeting with acting Prime Minister Dimitar Glavchev on this topic. It is worrisome to boycott the negotiations on concluding a Collective Labor Agreement in the sector, said Dimitrov.
He pointed out that with proposals for changes to the Labor Code related to the transposition of the Directive on Adequate Minimum Wages, the KNSB also insists on the negotiation at the national level of three minimum wages - for low-skilled labor, for people with secondary and higher education. We have started negotiations for two months with employer organizations and we are looking for a formula and mechanism to propose, explained Dimitrov.
He urged the state to step into its functions and start calculating the Living Wage by following the methodology approved by the ILO. It has several dimensions – expenses for food, health care, education, housing expenses, leisure time.
There is no alternative to raising wages. Between 12 and 15 percent should be increased this year, Dimitrov was categorical.
Specifically for Varna, he pointed out that NSI data show that the average salary for the region is BGN 1855. The number of employees of the Ministry of Labor and Social Welfare is 22,5 percent, which exceeds the national average of 19,7 percent.
KNSB Vice President Todor Kapitanov pointed out that among the most frequent violations of labor rights, about which KNSB has received signals from the Varna region, is the refusal of the employers to negotiate wages with a Collective Labor Agreement. There are also indications that the agreements contained in a concluded collective agreement are extended to all employees in a given enterprise, not only to the members of the trade union organization and those who have joined the KTD.
fakti.bg – Start of the meeting in the National Institute for Pensions, the Minister of Social Affairs introduces the 11% increase
Published: 14.05.2024/10/55 XNUMX:XNUMX
The meeting of the Supervisory Board of the National Social Security Institute has begun, at which a decision must be made on the increase in pensions from July 1, BNR reports.
The official social minister Ivaylo Ivanov confirmed before the meeting his intention, which he announced yesterday that he will submit a proposal to increase the pensions by 11%.
In the Law on the budget of the State Social Insurance for this year, an increase of 11% is set.
At the end of last week, however, it became clear that the expert calculations of the National Insurance Institute (NII) indicate that the increase should be 10%, since inflation is lower than estimated.
"Who will vote how from employers, trade unions and representatives of the state we will see at the meeting itself. The Supervisory Board will make this decision. I hope my proposal for an 11% increase in pensions will be supported," he told reporters.
darik.bg – The ban on gambling advertising in the media takes effect within three days
Published: 14.05.2024/10/40 XNUMX:XNUMX
By the end of the week, the complete ban on gambling advertising in the media comes into force. Today, changes to the Gambling Act were promulgated in the State Gazette, a Darik check showed. Thus, by three, newspapers, Internet sites, radio and television stations must stop publishing or broadcasting gambling advertisements. The law makes an exception only for the Bulgarian sports bookmaker.
The promulgation in the State Gazette of the changes to the Gambling Law comes despite President Rumen Radev hinting about a week ago that he might veto them. Then he described the adoption of the changes as hasty and stated that the experts in the presidency are studying the new texts in detail and based on their analysis the head of state will decide whether to impose a veto. Apparently, the president has decided that the changes should come into force, despite the "rushed" vote.
The amendments to the Gambling Act were actually voted on in a hurry. Proposed by Temenujka Petkova from GERB-SDS and Yordan Tsonev from DPS, on April 30 the parliament finally accepted them without debate, despite the reactions of the major employer organizations, media branch organizations and gambling operators in our country. MPs voted unanimously by 186 votes in favour, although just three weeks earlier they had rejected a Revival project that would have put similar restrictions on gambling advertising.
What do the changes mean?
Now, apart from the media, gambling advertising is also banned in public places. It is allowed only on the facades of gaming halls, on sports equipment and facilities, as well as on billboards, but only if they are located at least 300 meters from educational institutions, community centers, playgrounds, school and student dormitories. The presence of gambling halls in settlements with a population of less than 10 people is also prohibited, and the ban will not apply to border areas no more than 000 km away. from border checkpoints and resorts. The owners of casinos and gaming halls in cities with a population of less than 30 people have up to three years to close their establishments.
The admission to gambling halls of socially weak persons, mentally ill persons or those placed under interdiction is also prohibited. The changes oblige the organizers of gambling games to immediately pay the players a profit of up to BGN 10, so that they do not have to repeatedly return to the gaming halls and casinos.
Who will monitor compliance with the ban?
The Electronic Media Council will monitor compliance with the ban. In case of violations, the Council will refer the National Revenue Agency, and from there they will impose the appropriate sanctions on the violators.

bnr.bg - The better business environment in our country goes through reforms in pensions and health insurance
Published: 14.05.2024/08/35 XNUMX:XNUMX
The more attractive one business climate and labor market in Bulgaria is undergoing reforms in the spheres of state social insurance and health care. This is the opinion of the economist Petar Ganev, senior researcher at the Institute of Market Economy. According to one of the latest surveys by "Manpower Bulgaria", a human resources selection company, 68% of the over 600 respondents employers cannot successfully fill their vacant positions. This means a serious labor shortage. Globally, our country ranks 5th in terms of shortage - after Japan (89%), Romania (81%), Taiwan (78%) and Hong Kong (76%). Is better pay the only reason why people of working age in our country prefer the labor market outside the country - according to experts, taxes and the tax burden are also important. According to the economist Petar Ganev, in general, our tax system is relatively good, compared to the European ones. However, a paradox is observed in our country - the Bulgarian does not see the essential taxes, but focuses on the smaller ones - such as building tax, car tax, which are paid once a year. In reality, the most significant tax, which affects the well-being of both workers and pensioners, is value added tax. BGN 18 billion from this type of tax goes to the state treasury. Another point is that people on employment contracts somehow do not feel the burden of insurance, but those on civil contracts know well their cost. Now 1/3 of workers' income goes to the state budget in the form of taxes and insurance, and these, according to experts, are not low levels. The increase in the tax burden does not positively affect the attractiveness of the native labor market, Ganev does not deny. But he adds that in order to change this trend, a long-term vision and changes in a number of sectors will be needed.
dnevnik.bg – Question for BGN 100 million: The authorities will increase pensions by a larger percentage
Published: 13.05.2024/15/10 XNUMX:XNUMX

Breaking News Find out about the big news as it happens - straight to your email.
The lower-than-anticipated inflation led to an unexpected effect – the promised increase in pensions from July 1 turned out to be a smaller percentage, and politicians used the case before the election, demanding a decision in favor of pensioners.
Nearly 20% of workers do not want to insure themselves for a pension
At the end of last week, a message from the BNR came to light about a working document of the NOI supervision, in which the increase is proposed to be by 10%, and not by 11%, as planned in the budget. "Continuing the change - Democratic Bulgaria" requested during the weekend that the deputies urgently gather for a meeting, because "the official cabinet is trying to steal BGN 100 million from the pensioners". The amount calculated by the political formation is the cost of the smaller percentage increase.
The governors are faced with the question of questions: how to shrink the pension deficit
Today, the co-chairs of "Proceeding the Change" Kiril Petkov and Asen Vassilev requested a parliamentary hearing of the acting Prime Minister and stated that the group is collecting signatures to request an extraordinary meeting. "We want the meeting to be on two points - a hearing of the Prime Minister on the case and to oblige the Council of Ministers to pay 11%. If by then they have accepted that it is 11%, we will only be left with the questioning of the Prime Minister. We want to show that these numbers are here - what they are trying to do is not here, there is simply no way they will pass," said Petkov, quoted by BTA.
Earlier in the day, both Social Affairs Minister Ivaylo Ivanov and Prime Minister Dimitar Glavchev assured that they would propose to the supervisors to approve the larger increase in favor of pensioners. Ivanov, who was previously the manager of the National Institute of Social Sciences, recalled that in 2021 the same situation had arisen and, at the suggestion of the then official social minister, the supervisor made a decision in the interest of the pensioners.
According to the so-called golden swiss rule on July 1 of each year, pensions, except for those granted in the current year, are increased by half of the growth of inflation for the previous year and by half of the growth of the average insurable income. This is done by a decision of the supervisory board of the National Social Insurance Institution, according to Article 100 of the Social Insurance Code.
The supervisory board consists of 20 people - representatives of the ministries of labor and social policy, of finance, of the economy, of education, of the National Revenue Agency - a total of 10 people, and representatives of the two trade unions and the five nationally representative employer organizations.

At the end, everyone who successfully completes the program will receive a certificate of completion and a recommendation for their performance.
"The added value of the mentoring program is that it is designed by women for women. Personal contact with professionals who have proven their expertise in such an interesting branch as the automotive industry will be extremely valuable. At its foundations lie spheres characteristic of every successful person business: marketing, finance, human resources and others, but an addition with a lot of emotion. We want to give a chance to more young ladies to find their professional field in it," said Kalina Yordanova, executive director of Keos Sofia.
