Among them are the demographic crisis, the lack of sufficient personnel from engineering specialties and the regulations.
The Chairman of the Parliamentary Committee on Energy, Delyan Dobrev, stated that for about a year, the Electricity System Operator (ESO) has been working on the idea of introducing a flexible connection scheme. He explained that in Bulgaria, if wind and solar energy are combined at one point, they will "interact" only 2 percent of the time. Therefore, a mechanism is now being worked on to allow the network to become denser without having to expand it.

He added that the work on drafting an agreement between BDB and the European Commission on the InvestEU program is about to be completed. Through it, BBR will be able to issue guarantees for Bulgarian business. The size of the portfolios that will be created under the InvestEU program will be in the order of BGN 2,7 billion. About 60% of these guarantees will be for energy efficiency, energy production, RES.

"It depends a lot on how we define the province, because if we look at the municipalities, we already have some smaller but highly developed parts of the country that have higher wages than those in Sofia. Such are Radnevo, Kozloduy, Chelopech - strong small industrial municipalities, where the profile is usually in two directions, either a strong processing industry with high added value, or a highly developed mining industry. The other thing that has come to the fore as a model for allowing small towns to pay high wages is energy in recent years. In the big cities it is about many more people, usually the small settlements that give salaries higher than those of the big cities, it is about a few thousand workers, while in Sofia the employed already exceed 700. The question is rather when one of the big cities will catch up with Sofia. In places like Plovdiv, Burgas, Varna, more serious development of services will be necessary, since this is the model that gave Sofia this great advantage in pay. One is the role of the IT sector, and on the other hand is the role of the state administration, which is centrally located here and generates quite high incomes. The good news is that the high-tech sector in our country is spreading more and more - first to Plovdiv, then to Varna, but we also see beginnings in cities such as Burgas, Gabrovo and Ruse, which creates quite a serious potential for salary increases there, as the question is how much human capital will be enough for them. The solution for big cities is rather an investment in a knowledge economy, in the development of high technologies, and for smaller ones in peripheral settlements, it is the development of strong industries.

The first is to get a lot of investment into slightly higher technology companies, for that what needs to happen is for the state to help to some extent and encourage that investment with less taxes and less red tape. On the other hand, businesses need highly qualified personnel to be able to handle these industries, but the whole process of urbanization that is being observed all over the world is that these people are going to the bigger markets - the capital and the bigger cities. A closed circle is obtained. There's no way wages will go up overnight and it's a long process that requires planning and will probably happen in the order of 10-15 years."

"We made a comparison that shows what other countries in the region are doing and why in the last 15 years there have been massive investments of hundreds of millions or over 1 billion, while in Bulgaria there were none. What we have seen is that, in addition to what we must have - industrial zones, skilled labor, tax incentives, but when an investor decides to invest, the countries in the region start bidding how much money they will return from that investment, for which the EU has set limits - in underdeveloped regions about 60%. We have estimated that in about 7 years the state returns this money through taxes, insurances and the jobs created. Now the law for the promotion of investments must be changed and this money must be focused on investors who have a higher added value and who pay guaranteed higher wages than those in the municipality. What we propose is to give at least half of this money 5 years later, when it is seen that 5 years ago salaries were paid that were above the average for the municipality. At the moment when in every municipality there is a variety of employers, who are in the global market and do something with high added value, who compete not on the basis of their contacts in the municipality, but on the basis of their global competitors, and people can work for them and they can not work if they don't like the conditions . Then there would be more money to pay them and one would be able to negotiate the terms. We must move in the direction of decentralization and empowerment of mayors and local administration.
There are various factors for the high salaries in Sofia. Most of the country's GDP is produced there, and in addition, the main part of the population has a higher education.
However, there are also some small settlements that manage to provide high wages. Average salaries in Chelopech municipality are close to those in Sofia, while those in Pirdop and Radnevo hover around BGN 2000. This is mainly due to the industry located in the regions.
There are different options for securing high rewards in different areas. This can be done by attracting external investments, government policies and programs guaranteeing large projects in the various regions.
Currently, Sofia is the city attracting the main part of the working population. Educated and talented people go there in search of prestigious positions and good pay. This leaves the province without the necessary personnel to attract majors business beginnings.
The capital continues to be the center for large investments in the country, and this leads to high wages. It is important that the provincial regions advance in this direction, because only in this way will a model of smooth development be set in motion throughout the country.

The Bulgarian Development Bank (BDB) not only can, but must be an active partner in Bulgaria's energy strategy, because the BDB has a resource that can be used. With these words and an appeal to the responsible government officials, Tsanko Arabadjiev, member of the Management Board and executive director of the Bulgarian Development Bank (BDB), addressed the participants in the energy conference "Sustainable and efficient energy system for a stable and secure economy”. The organizer of the forum is the Association of Industrial Capital in Bulgaria (AIKB).
And in order to illustrate the growing importance and role of the Bulgarian promotional bank for the process of transformation of the Bulgarian economy and energy, Tsanko Arabadzhiev announced that the work on drawing up an agreement between the BDB and the European Commission on the InvestEU program and signing the contracts is about to be completed. Thus, BBR will take on the role of an implementing partner.
"This means that we will issue guarantees for Bulgarian business, so the Bulgarian business to be able to apply to the servicing banks and thus our impact on the system increases many times over," said the BBR representative.
The size of the portfolios that will be created under the InvestEU program and will be guaranteed by the BBR will be in the order of BGN 2,6-2,7 billion. About 60 percent of these guarantees will be for energy efficiency, energy production, RES, specifying that the directions in which these guarantees will be issued are two.
The first is, as it is called in the BDB itself, according to the "standard window" for small and medium-sized enterprises (SMEs). Eligible for financing will be projects for the construction of new production and commercial buildings, for their renovation, equipment and renovation of the production activity of enterprises, for the production and installation of products of essential importance for energy efficiency, financing for energy efficient services, for ESCO contracts etc. This includes the entire palette of production and storage of renewable energy.
"We literally expect to sign the contracts very soon. Generally speaking, the guarantee that will be provided by the BDB will be of the order of 70 percent of each individual loan, with a maximum loan size of 8,25 million euros, with the possibility of its size being increased."
Apart from the "window for SMEs", there is also a "window for sustainable infrastructure". It will be possible to finance measures for alternative types of transport, electromobility, production of low-carbon technologies, etc.
"We are working very actively, but in any case we have a certain capacity, which has more or less already been reached. Our teams work hard, but in the end, with the smaller banks in Bulgaria, but the direct result of the business on society is somewhat limited. What we are doing as a next step is to work much more actively with other commercial banks in the presentation of guarantee products," Tsanko Arabadzhiev announced BBR's development plans.
