Kyustendil will continue its economic transformation with the first European funds earmarked for regions in transition. A total of 122 million euros have been earmarked for the district from the Just Transition Fund, which is priority number 4 in the "Regional Development" Program 2021-2027 (PRR 2021-2027). The money will only be used for the district and cannot be redistributed.
It is through this fund that the EU supports the fair energy transition in Bulgaria, with the total budget for the three coal regions - Stara Zagora, Kyustendil and Pernik - being 1.2 billion euros.
The EU funds are managed by the Monitoring Committees, and sub-committees were created as a structure to them in the three affected areas. Their role is to ensure the connection between the interests and needs of the population and to present the support opportunities that are provided at the national level. The first meeting of the subcommittee in Kyustendil was held a few days ago.

The money goes
The first program under which money from the Just Transition Fund (JTF) will be available is for energy efficiency measures, or the renovation of buildings. Its budget is BGN 33.6 million and it should start within a few months.
According to Pandurski, the money will go to the buildings in the district that remained unclassified under the program "Support for sustainable energy renovation of the residential building stock - Stage I" within the framework of the National Plan for Recovery and Sustainability, which is financed by the European Union.

The second procedure, which will also be opened in the coming months, is Social support for the employment of workers in the affected sectors or retraining of workers, and eligible candidates for it are only the "Bobov dol" TPP and the mines in Bobov dol. According to it, BGN 30 million are provided, of which BGN 20 million are from the FSP, and BGN 10 million are national co-financing.
Those who will be able to carry out the training or retraining of the workers in the affected enterprise are the trade unions with their training organizations (KNSB, KT "Support") and employer organizations (KRIB, Union for Economic Initiative, Bulgarian Chamber of Commerce and Industry (BCCI), etc. During the round table, the regional coordinator of KNSB-Kyustendil, Yani Georgiev, stated that the confederation is ready to start the training of workers at the TPP.

Towards the end of the year, funds will be allocated for diversification and adaptation of small and medium-sized enterprises to the economic transition, which will be able to be invested in new technologies. The opening of a procedure for the creation of industrial parks and zones, for which a total of BGN 140 million is planned, is also pending, but it is not clear how they will be distributed among the three regions. Here is the full text of the open letter: In connection with a letter distributed by the Confederation of Independent Trade Unions in Bulgaria (KNSB), which the employers are accused of sabotaging the negotiations to discuss a new sectoral collective labor agreement (OKTD) in healthcare for the period 2024-2026, the employers in health care, members of the nationally representative organizations of the employers in Bulgaria, we wish to inform the citizens of the following: On March 7, 2024, at the initiative of the trade unions in the health care sector, a negotiation procedure was launched to discuss the text of a new OKTD in health care. The validity of the OKTD for 2022-2024 expired on April 12, 2024. A general project of trade union organizations, according to the requirements of the Labor Code, was presented to employer organizations on April 10, 2024. The OKTD in health care, valid until April 12, 2024, provided that the parties to it would hold a joint meeting every 6 months, within which they would monitor its implementation, indicating the clauses in the implementation of which difficulties arose, the reasons for non-performance are discussed, specific measures, actions and deadlines for implementation are identified. In the course of the procedure for discussing a new OKTD 2024-2026, the representative organizations of the employers, who were not a party to the OKTD 2022-2024, requested minutes of the meetings held, as well as information on the levels of implementation of the already agreed minimum remunerations, with a view to supporting the formation of a negotiating position. Such information has not been provided to date. On April 25, 2024, a letter was received from the Minister of Health containing information on the reached levels of average basic monthly wages by staff categories, which, as stated in the letter, gives a deviation and does not accurately reflect the basic contractual wages. It is evident from the letter that a large share of medical facilities have not reached the pay levels agreed in OKTD 2022-2024. The letter also correctly notes that a large part of the state and municipal hospitals are not in a good financial condition and would have difficulty coping with an increase in the basic salaries provided for in the draft OKTD 2024-2026 proposed by the trade union organizations. The trade unions' proposal is for a new increase in basic wages of around 25% compared to the "agreed" ones in 2022, where we remind again that employer organizations did not sign the OKTD in 2022, with the exception of one employer organization. Although, according to the Labor Code and the standards approved by the International Labor Organization, the sectoral CTD has effect only towards the parties to it and their member enterprises/workers and employees, in February 2023, the Law on Health Insurance (Art. 55) was amended by setting a requirement that the basic remuneration of medical specialists working in medical facilities for hospital care in fulfillment of contracts with the National Health Insurance Fund should be no less favorable than those stipulated in a collective labor agreement in the "Healthcare" sector. Thus, in practice, OKTD in Health care is extended by virtue of law, contrary to Art. 51b of the Labor Code! Moreover, in Art. 459a of the National Framework Agreement (NRA) provides for serious administrative sanctions for non-fulfillment of the stipulated amounts of basic salaries in the Branch Agreement from 2022, namely - a "financial penalty" for each employer from the "Healthcare" branch in the amount of 200 to 500 BGN for each individual case. For a repeated violation, the "financial penalty" is in the amount of BGN 500 to BGN 1000 for each individual case. At the same time, regardless of any analysis of the state of the state and municipal hospitals in the country, as well as the complete lack of coordination of these normative amendments with them in their capacity as basic employers in health care, given the financial situation of most of the state and municipal hospitals in the country, the introduction of mandatory minimum amounts of the basic labor remunerations would have a negative effect not only on the functioning of the entire health system, but also on the medical specialists themselves. With these overwhelming financial burdens, imposed populist from the outside, medical institutions will inevitably be forced to cut some of the staff, limit other expenses - for investments in new equipment, for drugs and consumables, which will lead to less income, will affect of the treatment of patients, and subsequently to a real risk of bankruptcy. All this means for a significant part of medical specialists the risk of losing their job instead of increasing their remuneration, and for patients – lack of access to medical care in the same or the nearest populated place. Thus, in the pursuit of forceful imposition of unfounded and uncoordinated populist goals, there is a real danger of bankruptcies of municipal and state hospitals in Bulgaria that have been operating for decades. Let's not forget that our population is aging, poor, and for a large part of people - workers and patients, it is unthinkable to change their place of residence or seek treatment in another city. Employers are much more interested than trade unions in paying their employees high wages, but this is a matter of accurate calculations of income and expenses, including social security and tax obligations to the state budget. Estimates to date show the following: The increase in cost of clinical pathways, clinical procedures and outpatient procedures is 8-10%. The increase in the amount of basic labor remuneration of medical specialists in the proposed new OKTD is 25-30% compared to the previous one. We believe that emphasizing only changes in remuneration, no matter how noble the motives for this may seem, cannot be realistically implemented without a comprehensive reform of the health care system, without serious changes in its organization, financing and management. In an open letter to the media, they state that given the financial condition of most state and municipal hospitals, the introduction of mandatory minimum salaries for medical staff will have a negative effect, as medical facilities will be forced to cut staff and limit spending on equipment and drugs. Hospital associations recall that clinical paths have been increased by 8-10%, and unions want a 25-30% increase in remuneration. In addition, hospital managers insist on the cancellation of the sanctions provided for in the National Framework Agreement for hospitals that, for objective reasons, have not achieved the agreed minimum levels of pay. Such information has not been provided to date. On April 25, 2024, a letter was received from the Minister of Health containing information on the reached levels of average basic monthly wages by staff categories, which, as stated in the letter, gives a deviation and does not accurately reflect the basic contractual wages. It is evident from the letter that a large share of medical facilities have not reached the pay levels agreed in OKTD 2022-2024. The letter also correctly notes that a large part of the state and municipal hospitals are not in a good financial condition and would have difficulty coping with an increase in the basic salaries provided for in the draft OKTD 2024-2026 proposed by the trade union organizations. The trade unions' proposal is for a new increase in basic wages of around 25% compared to the "agreed" in 2022, where we remind again that employer organizations did not sign the OKTD in 2022, with the exception of one employer organization. Although, according to the Labor Code and the standards approved by the International Labor Organization, the sectoral CTD has effect only towards the parties to it and their member enterprises/workers and employees, in February 2023, the Law on Health Insurance (Art. 55) was amended by setting a requirement that the basic wages of medical specialists working in medical facilities for hospital care in fulfillment of contracts with the National Health Insurance Fund should be no less favorable than those stipulated in a collective labor agreement in the "Healthcare" sector. Thus, in practice, OKTD in Health care is extended by virtue of law, contrary to Art. 51b of the Labor Code! Moreover, in Art. 459a of the National Framework Agreement (NRA) provides for serious administrative sanctions for non-fulfillment of the stipulated amounts of basic salaries in the Branch Agreement from 2022, namely - a "financial penalty" for each employer from the "Healthcare" branch in the amount of 200 to 500 BGN for each individual case. For a repeated violation, the "financial penalty" is in the amount of BGN 500 to BGN 1000 for each individual case. At the same time, regardless of any analysis of the state of the state and municipal hospitals in the country, as well as the complete lack of coordination of these normative amendments with them in their capacity as basic employers in health care, given the financial situation of most of the state and municipal hospitals in the country, the introduction of mandatory minimum amounts of the basic labor remunerations would have a negative effect not only on the functioning of the entire health system, but also on the medical specialists themselves. With these overwhelming financial burdens, imposed populist from the outside, medical institutions will inevitably be forced to cut some of the staff, limit other expenses - for investments in new equipment, for drugs and consumables, which will lead to less income, will affect of the treatment of patients, and subsequently to a real risk of bankruptcy. All this means for a significant part of medical specialists the risk of losing their job instead of increasing their remuneration, and for patients – lack of access to medical care in the same or the nearest populated place. Thus, in the pursuit of forceful imposition of unfounded and uncoordinated populist goals, there is a real danger of bankruptcies of municipal and state hospitals in Bulgaria that have been operating for decades. Let's not forget that our population is aging, poor, and for a large part of people - workers and patients, it is unthinkable to change their place of residence or seek treatment in another city. The dual form of teaching should be introduced on a pilot basis in five higher schools. This is laid down in the application conditions under the "From higher education to employment" procedure under the "Education" Program 2021-2027 and the indicators for its implementation. Territorial distribution of the higher schools that will develop and introduce study plans and curricula for dual education of students is included in the indicators. By the end of the procedure implementation period, it is expected that one higher education institution or its affiliate in the South-West region, which falls under the transition regions, will have introduced the dual system and four — in the less developed regions (South-Central Region, North-Eastern, North-Central , South-East, North-West).
A total of 2594 students are expected to be in a dual form of education from the start of the procedure to 1 year after its completion. Of these, 432 should be in higher education in the South-West region, and 2162 in less developed regions.
In the application conditions under the "From higher education to employment" procedure, it is also stated that the curricula and programs for dual education of students will be developed and conducted mainly, but not only, in specialties in the field of technical sciences, pedagogical sciences, natural sciences sciences, mathematics and informatics.
The dual training of students will take place at a specific employer in a real work environment under the guidance of a mentor designated by the employer, with whom a partnership agreement has been concluded, and under the mentorship of an academic mentor from the graduate school. These are also persons who will jointly prepare the program for conducting the dual training in accordance with the specifics of the respective position.
Training in a real working environment of the procedure will be conducted in packages. One package has a minimum duration of 40 astronomical hours and must ensure the performance of tasks assigned by the training organization employer through the mentor according to the prepared program. The number of packages for one student is determined by the higher education institution, according to the identified needs.
For one student who participates in the approval of the dual education with a duration of 40 astronomical hours, according to the procedure, BGN 153 will be allocated. Of this, BGN 100 will be for a scholarship, and the rest - for direct expenses.
According to another of the activities under the procedure, more than 40 students will be able to participate in practical training in a real working environment of students. It must not duplicate and will not replace the mandatory practical training in the curriculum, if such is provided. It is expected that 000 of the students participating in this activity will study in the field of pedagogical sciences, almost 7000 in the field of technical sciences, and nearly 6500 in the field of natural sciences, mathematics and informatics
The practical training of a student in a real working environment will last for 240 astronomical hours. Participants will receive a stipend of BGN 600.

Hospital organizations have warned of layoffs and hospital bankruptcies if the administration imposes higher pay in the sector. They insist that the medical institutions, which for objective reasons have not reached the minimum pay levels agreed in the current collective labor agreement (CLA) of BGN 2000 for a doctor, BGN 1500 for a nurse and BGN 910 for an orderly, be exempted from the provisions of the National Framework agreement (NRD) sanctions that come into force from June.
Your requests employer organizations in health care put in an open letter on Wednesday, after last week KNSB accused them of sabotaging the negotiations on the new KTD and threatened with protests. Although many hospitals have not reached the levels under the current 2022 KTD, the unions are demanding a further increase in basic wages of around 25%.
At the same time, from June, according to the NRD, fines will come into force for hospitals that have not provided their staff with the salaries stipulated in the Labor Code: from BGN 200 to BGN 500 for each individual case, and in case of repeated violations - from BGN 500 to BGN 1000 for each individual case.
The sanctions are another attempt by the state to intervene and reduce the "scissors" in remuneration in medical institutions in our country. As commercial companies, they themselves form the remuneration of their staff according to the revenues from the National Health Insurance Fund (NHIF), with which, however, they must also cover costs for medicines, consumables, overheads, etc.
In many places, only specific leading specialists are highly paid, who attract patients and accordingly "make money" for the medical facility. The biggest problem is with nurses, whose salaries in many hospitals remain below the thresholds in the KTD and the profession is becoming increasingly unattractive, especially in the departments where nursing work is extremely difficult - surgical, anesthesiology, etc.
Cuts instead of increases
Employers however, they are opposed to attempts at administrative intervention in the formation of wages and claim that they are most interested in their employees being well paid. "With these overwhelming financial burdens imposed by populists from the outside, medical institutions will inevitably be forced to lay off part of the staff, limit other expenses - for investments in new equipment, for drugs and consumables, which will lead to less income, affects the treatment of patients, and subsequently to a real risk of bankruptcy", the associations of municipal, university and private hospitals claim in their open letter.
According to the hospital organizations, the forced imposition of higher salaries for a significant part of the medical specialists risks losing their jobs instead of increasing their remuneration, and for patients - lack of access to medical care in the same or the nearest populated place. "Thus, in the pursuit of unfounded and uncoordinated populist goals by force, there is a real danger of bankruptcies of municipal and state hospitals in Bulgaria that have been operating for decades. Let's not forget that our population is aging, poor and for a large part of people - workers and patients, it is unthinkable to change their place of residence or seek treatment in another city", the hospital organizations point out.
They cite a letter from the Minister of Health dated April 25 this year regarding the levels of average basic monthly salaries by categories of staff, from which it is clear that a large proportion of medical facilities have not reached the levels of pay agreed in the current CTD 2022-2024, which has expired on April 12. In addition, the letter notes that a large number of state and municipal hospitals are not in a good financial condition and would have a hard time coping with an increase in the basic salaries provided for in the draft KTD 2024-2026 proposed by the trade union organizations.
The union's proposal is for a new increase in basic wages of around 25% compared to those agreed in 2022, and even in 2022 the contract was signed by only one employers' organization.
Employers claim that they are much more interested than trade unions in paying their employees high wages, but this is a matter of accurate calculations of income and expenses, including social security and tax obligations to the state budget. They state that the increase in the cost of clinical pathways, clinical procedures and outpatient procedures is 8-10%, while the unions are demanding a 25-30% increase in wages.
Hospitals want analysis, exemptions and reforms
The hospital organizations also raise the question of a change in the financing model of the health care system: "We believe that emphasizing only changes in remuneration, no matter how noble the motives for doing so may seem, cannot be realistically implemented without a comprehensive reform of the health care system, without serious changes in its organization, financing and management. The increase in the amount of basic salaries should be a natural result of the changes in the organization, structuring and financing of the health insurance system. The current model of financing medical facilities as a philosophy and content has played its role and "thanks" to the many political and other decisions is highly deformed, and is generally ineffective".

The employed persons in labor and employment relationship increased by 12.8 thousand or by 0.6%. The average salary for the entire first quarter of 2024 is BGN 2219, and the growth is insignificant compared to the fourth quarter of 2023, when it was BGN 2185. However, it should be borne in mind that those employed in the social sphere are much lower paid .
That's why the employers propose that the negotiations on KTD 2024-2026 continue with the creation of a working group in which participants with the status of observers from the Bulgarian Medical Union, the Ministry of Health, the Ministry of Finance and the National Health Insurance Fund (NHIF) will be attracted. The purpose of the working group will be to prepare a report containing an overview of the state of all medical facilities that have not reached the level of payment provided for in the old KTD. On this basis, pay levels should be agreed that correspond to the objective capabilities of the medical facilities, as well as their capabilities to provide funding in a sustainable manner. In addition, the hospital organizations insist that the medical facilities, which for objective reasons have not reached the minimum pay levels agreed in the KTD, be exempted from the imposition of the sanctions provided for in the NRD.
"The actions of the employers should not be qualified as sabotage of the negotiations, insofar as they aim to conduct them in a reasonable way, guaranteeing the interests of all parties that would be bound by it and in carrying out analyses, anticipation and careful planning of the possible consequences", say the hospital organizations.
They remind that collective bargaining is a voluntary process between employers and unions and call on the unions for a constructive dialogue based on data and considering not only the real capabilities of the medical facilities, but also the access of the population to a health service.

He pointed out that he sees a trend among Bulgarian companies that do not consider such a move to be necessary. According to him, the transition is "an obstacle that will either be jumped over or we will be left behind", and explained that in this area we cannot act slowly.
"A huge chasm is opening in the world at the moment, in which there will be some countries that will pass into the 22nd century, and some other countries will not only not be in the 21st century, but will go back. This shift happening at the global level is critical to national security—that we find ourselves on the right side of this divide. The only way to get on the right side is to have the human talent to do so. In order to have the necessary human talent, we need three things - education, attracting people from outside, since Bulgaria has limited resources and also has demographic problems, and thirdly - to return not a small number of our compatriots who are currently in other countries'.
Dobroslav Dimitrov explained how new technologies use tools that are applied in real life. "Chat-GPT 4.0, which was presented in recent days by OpenAI, can handle and process text, video and audio simultaneously, which resembles the human way of understanding the world," he gave an example. And he added that this opens the door to many uses as AI assistants and even as an aid in education.
"You can see how, in a very short time, artificial intelligence has developed to a very high level, which leaves us only guessing what's next," noted the IT expert.
Dobroslav Dimitrov believes that a change in the tax insurance framework, the purpose of which is to attract more income from people with higher incomes, "will mostly hit young specialists in the field of technology." And he explained that if their taxes are raised, they can leave Bulgaria. "And if the specialists leave, there is no way to make such a transition", warned the chairman of BASCOM and BRAIT.
The IT expert reminded that Bulgaria suffers from demographic indicators, but hopes that technological integration and robotization in various business sectors will increase productivity and added value. Robot workers are becoming more real and closer to the office, and are expected to be a reality in the next decade or less. Dimitrov explained that when there is a workplace with one person and ten robots, the most important thing is the qualification of that one person.
"This brings with it the topic of education, which is key to the success or failure of children and the future of the country," is the opinion of the expert. He noted that only at the level of teachers or executive power, this issue cannot be resolved. "All people must understand that this is an urgent problem and a solution must be sought", insists Dobroslav Dimitrov.
